The data base consists of a subgroup of data submitted to insurance companies for billing purposes. The patient identifier is encrypted by the insurance carrier and is not unique from one year to the next. The data regulations have recently been changed to remove the exact date of birth and the race variable. The commission has also decided to re-encrypt the identifier
