In 2002, the federal–state Medicaid program financed health care and social services for more than one in every seven Americans (51 million beneficiaries), surpassing Medicare for the first time as the nation's largest health insurance program. Now, with most states and the federal government facing large deficits, the coverage of millions of these beneficiaries could be in jeopardy, as Medicaid, once again, becomes a target of the budget scalpel. Medicaid is vulnerable because its growth has outstripped that of state revenues and of all other major state programs.
