Health care costs continue to be an important concern in theUnited States, and they are already a central issue of the 2008presidential campaign. Numerous strategies for cost containmentare being proposed, but specific options are usually presentedin isolation, with little disciplined discussion of their potentialimpact or the barriers they face. In this article, we providea survey of major options for slowing the growth of health carespending. We also provide a qualitative assessment of the likelyeffectiveness of these options and our recommendation for apackage that could be collectively pursued.
