The Department of Veterans Affairs has embarked on the reformationof its often-criticized health care system, an insular systemthat Congress has protected from the tumultuous forces thatare reshaping other parts of American medicine. The departmentis decentralizing, reducing its inpatient capacity, reallocatingresources to ambulatory care, and simplifying the convolutedmethod Congress designed to determine which veterans are eligibleto receive medical services.
