Programs of educational-debt relief sponsored by the National Institutes of Health (NIH) have recently been enacted as a means of recruiting and retaining clinical investigators who perform patient-oriented research. Should these programs be extended immediately to include all physician-scientists? I am opposed to this suggestion, and my reasons follow.

On November 13, 2000, then-President Bill Clinton signed the Public Health Improvement Act.
