Mental health and substance abuse services, commonly referredto as behavioral health services, have been more aggressivelymanaged than most other medical and surgical services.1 Managedbehavioral health organizations came to public programs fromthe private sector, where they substantially reduced the numberof inpatient days for behavioral health problems, as well asthe overall expenditures related to behavioral health.
