The need to manage escalating health care costs while maintainingreasonable access to care is becoming the salient challengein U.S. health care policy. Insurance coverage is patchy andincomplete, and serious problems with access persist. The healthcare system has not succeeded in controlling expenditures. Thecost pressures resulting from technological advances and anaging population are likely to exacerbate the problem of access.
