In the grand tradition of bare-knuckle American politics, the reauthorization of the State Children's Health Insurance Program (SCHIP), which provides health coverage for low-income children, has become part of a war of political philosophies between a bipartisan group of legislators in the House and Senate on the one hand and President Bush and his administration on the other.
