Since 1996, the Brazilian AIDS Control Program (BACP) has provided free access to highly active antiretroviral therapy (HAART) for all symptomatic patients and for asymptomatic people who have fewer than 200 CD4+ cells per cubic millimeter. HAART is also considered for patients with between 200 and 350 CD4+ cells per cubic millimeter. The decision as to whether to start treatment is based on individual cases. During 2006, approximately 180,000 persons in Brazil received treatment; the mortality rate dropped from 9.6 per 100,000 persons in 1996 to 5.1 per 100,000 persons in 2006.
